As Borland Software continues to try to nail down a buyer for its tools division, the company has a new guy in charge of its R&D operations.

Peter Morowski has joined Borland as the company’s senior vice president of engineering and will head up its R&D efforts, the vendor said Monday. He comes to Borland from Dell, where as vice president of software he set up the computer company’s first enterprise software organization. Dell credited him with re-energizing its systems management products and advancing its Linux and clustering strategies.

Morowski takes over from Rick Jackson, who’s been wearing two Borland hats as head of R&D and chief marketing officer (CMO).

Jackson, who will now focus solely on his CMO duties, took on the extra R&D responsibilities last year to ensure Borland’s engineering efforts synched up with its companywide software delivery optimization (SDO) strategy. SDO is an approach aimed at imposing more rigor on the process of software development by better aligning the products with the people using them. Morowski will continue that push along with Borland’s other goal to remake itself into a supplier of application lifecycle management tools.

Morowski also spent time at IBM’s Tivoli systems management business unit, where he was vice president and chief technology officer, and at Novell, where he was vice president and director of development.

Morowski is the second new Borland hire in under a month. The company appointed Jonathan Schoonmaker as its senior vice president of human resources in late July. Schoonmaker previously occupied a similar role at Business Objects, where during his tenure the company more than doubled in size due in part to several acquisitions.
