Winning Project Description:

King County, Washington's Booking and Referral System (BARS) integrates systems used by police officers and prosecutors to book suspects and initiate court proceedings. The SOA-based application reduces the amount of time police officers must spend on paperwork and allows data to be shared by police departments and the court system. The county says BARS is one of the first law enforcement applications in the country to use a regional public key infrastructure for secure signing of legal documents.
