Owen Powell has been appointed director of major IT projects at Surrey and Borders Partnership NHS Foundation Trust.

The former head of IT at Central and North West London NHS Trust, Powell was recently the head of IT at the Royal Marsden NHS Foundation Trust, finishing his interim role at the specialist cancer hospitals in Chelsea and Sutton in December 2013 and recognised for his work in April’s CIO 100, which included leading numerous IT shared services programmes, orchestrating a major infrastructure refresh and reviewing the main patient records system.

Previously Powell was IT director of the Arts Council for almost five years, and told CIO UK in a profile interview in 2010 about its transformation programme to make the former QUANGO “less bureaucratic, because arm’s length government bodies have been perceived as being admin-heavy”.
