Colin Osburn was promoted to CIO of Intelligentz, a provider of inventory management and RFID software. Osburn most recently served as vice president of operations, a position he had held since he joined the Austin, Texas-based company in 2006. Previously, he worked for Time Warner Cable as its director of IT.

Health and life insurance provider HealthMarkets hired Marc Franklin “Frank” Jackson as its CIO. Jackson comes to the North Richland Hills, Texas-based company from Private Healthcare Systems, where he was CIO. Previously, he worked for Blue Cross Blue Shield of North Carolina as its VP and CTO from 2001 to 2005 and as its vice president of technology and data center operations from 1996 to 2001. Prior to BCBS, Jackson was CIO of Kaiser Permanente of North Carolina from 1993 to 1996. He has an MBA from the University of Missouri in St. Louis and holds a Bachelor of Science degree in computer science and accounting from the University of Evansville in Evansville, Indiana.

Victor Hoogland joined Vasco Data Security International on July 16 as its CIO. He most recently worked for Syngenta AG where he lead the implementation of an enterprise data warehousing system. Prior to Syngenta, Hoogland served in various operational and technical IT positions at Novartis Agro, S.R.C. Software BV and Schlumberger Industries. He earned an engineering degree from the Technical University in Rijswijk, The Netherlands.

UDR welcomed Dhrubo Sircar to his new position as SVP and CIO of the real estate investment trust on July 23. Sircar previously worked for Wachovia as its SVP and division information officer in charge of finance technology. Prior to Wachovia, he worked for Royal Insurance Company and Burroughs Corp. Sircar received his Bachelor of Science degree from the University of Delhi and his Master of Science degree in Physics from the University of North Carolina at Chapel Hill. He also did post graduate work in computer science at UNC-Chapel Hill.

Rackspace added Kiprian Miles to its management team. Miles joined the managed hosting provider on July 23 as its new vice president of IT from Golfsmith International. Miles worked for Golfsmith International for the last five years as its VP and CIO. He has also worked for Office Depot, Alcoa, Kmart and R.L. Polk & Co. He has a Bachelor of Science degree

in physics from the University of Michigan-Dearborn.

Communications software company Aricent hired Flextronics‘ SVP and CIO as its new VP and CIO. Mike Webb joined Aricent in his new role on July 23. Prior to Flextronics, Webb was the general manager of the Project Management Group at Symantec, where he led a management buy-out to form Time Line Solutions. Before founding Time Line Solutions, Webb held several domestic and international management positions with Hewlett-Packard for 15 years. He graduated from the University of Wales with a Bachelor of Science degree in industrial economics.

David McCue got the official CIO nod at CSC on July 20th. McCue had been serving as the IT services company’s acting CIO since November 2006. Before that, he held positions as CSC’s VP of applications portfolio management, chief information and resource officer for the company’s healthcare group and director of global applications architecture. McCue joined CSC in 1996 when the company acquired his previous employer, American Practice Management. McCue had been American Practice Management’s CIO since 1993. McCue obtained a bachelor’s degree in commerce from Rider University and an MBA in finance from New York University’s Stern Graduate School of Business Administration.
