The U.S. Department of Defense’s Defense Commissary Agency appointed Janet Haase as its CIO. In this role, Haase oversees the planning and execution of IT investments, and she manages the information assurance architecture for the entire commissary system, which includes more than 260 stores and 18,000 employees worldwide.

Haase’s appointment to CIO of the Commissary Agency is well-deserved: She’s worked for the commissary system since 1988. When the Defense Commissary Agency was established in 1991, she became a financial systems portfolio manager and later went on to hold several management positions in the agency’s IT directorate. During her tenure with the commissary agency, Haase played a key role in establishing network connectivity at commissary stores, implementing the agency’s global e-mail system, managing its wireless infrastructure and establishing its information assurance office. Most recently, she had been serving as the agency’s acting CIO since 2006.

Before beginning her career with the commissary system, Haase worked for the U.S. Army Logistics Center as a computer systems programmer, analyst and administrator.  She has an MBA from Virginia Commonwealth University in Richmond.

Priya Jakatdar joined iPay Technologies as its CIO earlier this week. Jakatdar is responsible for the online bill payment solutions provider’s software development, infrastructure management, information security and IT governance. He most recently worked for Convergys as a vice president in charge of IT infrastructure. Previously, Jakatdar led technology development at ConvergeLabs, Nortel Networks and Nynex. He also previously led infrastructure at Essar Cellphone. He holds a PhD from Rensselaer Polytechnic Institute in Troy, N.Y.

Swingvote hired a former insurance industry CIO as its new COO. Diana Bourke joins the provider of voting systems for brokerage firms on June 25 from Institutional Shareholder Services, where she was EVP and general manager of its global voting and transaction services business unit. Prior to joining ISS, Bourke served as senior vice president of operations and chief information officer for the CIGNA Health Services Division.

I recently found out that Myles Trachtenberg, the former chief information technology officer at FreshDirect, is now working for VerdiCash as its vice president of business development. I also learned that Eduardo Diezel left his job as CTO of Corsis and is now working as the executive director of technology operations for Kaplan Test Prep and Admissions. Diezel joined the company in November 2006.
