Randy McGarry was promoted from SVP and CIO of BSC Services Corp. to EVP and COO. He has worked for the Philadelphia-based company for 15 years.

Aces Power Marketing promoted its CIO Annette Stamatkin to senior vice president. In her expanded role, she will oversee enhancements to the energy risk management service company’s business continuity plans. Stamatkin has worked for Aces Power Marketing since 2000. President and CEO David Tudor had very nice things to say about his newest SVP in the press release announcing her promotion:

“She has overseen the implementation of several multi-million dollar software infrastructure projects, and these projects have made it possible for APM to deal with the major geographical expansion of PJM, to successfully integrate a number of APM’s Owners into MISO’s new market structure, and to significantly expand our business in the western United States. I can’t imagine a better individual to oversee our business continuity efforts, and the IT enhancements that we’ll need to cope with the new SPP and Cal ISO markets.”

Scan Health Plan hired Roy Swackhamer as its new CIO. He most recently worked for supply chain management services provider CNF as its vice president of IT. He was CNF’s CIO before that, and moved into the VP of IT post when CNF named Jacquelyn Barretta CIO. Prior to CNF, Swackhamer was CIO of PacifiCorp Electric Operations, vice president of business systems development for U.S. BanCorop, and IT director for Nike.
