Penson Worldwide hired William McLemore as its SVP and CTO.  McLemore comes to the Dallas-based provider of execution, clearing, settlement and custody services for the global securities markets from SunGard Phase3, where he served as senior vice president of product development and professional services.

Government Computer News (GCN) reports that Dennis Shaw is leaving his post as CIO of the Smithsonian in Washington, D.C. at the end of the month.  He has plans to launch his own consulting firm.  Smithsonian CTO Ann Speyer will serve as acting CIO in Shaw’s absence until the agency finds a successor.

Rudi Machilek joined BrightStar Communications of Raleigh, N.C. as its new CIO. 

Federal Computer Week (FCW) reported on Tuesday that SAP tapped a former public sector CIO to take charge of its global public sector business unit.  Rod Massey, SAP’s new VP, previously served as CIO of Clark County, Nev. He also worked for the cities of Palo Alto and Milpitas, Calif. and Scottsdale, Ariz.
