Hertfordshire County Council is a local authority within East Anglia and close to London. The council has 77 councillors and is dominated by the Conservative Party. Has previously been head of IT and head of financial services. Has nearly always had a management role Reporting line:Reports to director of resources and performance Mike Parsons Board level seat:No IT budget: £12million, company budget is £800 million therefore IT expenditure is 1.5 per cent of the company budget. However this is being reduced to £600 million over the next three years. IT estate and or number of log on accounts under the control of the IT leader:7000 log in accounts IT staff currently employed:150 IT staff and 150 more who are part of Serco, which does the outsourced IT Split between in-house/outsourced staff:95 per cent of IT is outsourced and 5 per cent is in-house IT management team and reporting structure:Management team consists of a head of information, a head of performance and a head of improvement. Has a business orientated approach towards using IT to improve services Primary technology platforms at the organisation:Main systems are SAP for back office operations including HR, pay and finance. The website uses a Morello CMS. Has a single content management system approach. This strategy aims to save money and is more efficient. The same management system is used for everything such as the intranet, external web presence, digital TV presence and provides the information basis for customer services. Primary technology suppliers:Microsoft and Oracle, Serco outsourcing agreement takes in half of the IT departmentSignificant strategic technology deals been struck in the last 12 months: More changes will be implemented over the next two years in order to help achieve the budget cuts, such as planning on using cloud within the next two years. IT is enabling channel shift for council and customer interaction away from face-to-face and telephone interaction to online, in order to save money. Plan on using IT within sensitive community issues, such as focusing on adult and child care Technologies considered by the leader to offer their organisation potential:Already uses virtualisation as a money and carbon saver. All servers are delivered from one farm. Doesn’t like to run multiple servers. Future transformation and technology vision for the organisation:Hertfordshire needs to focus on how IT can help the budget cuts, while making customer service better and maintaining their level of performance as a council and making savings. Hertfordshire is planning on implementing IT strategies that aim to be more community driven for example content on website, to fit in with the government leaders and MP’s agenda and the idea of the ‘big society’
