The Department of Energy and Climate Change was created by Prime Minister Gordon Brown in 2008. The department was created to take over some of the responsibilities of the Department for Business, Enterprise and Regulatory Reforms and the Department for Environment, Food and Rural Affairs. The department aims to help businesses save energy and resources and secure energy for the future. One of the department’s central aims is to reduce climate change and has set out a long term plan to reduce the effects global warming in the future. The Department for Energy and Climate Change also aims to provide extra support for vulnerable customers or those who are considered to be living in ‘fuel poverty’. Fuel poverty is defined as a household which spends more than 10% of its income to maintain a healthy heating regime. The department has 1,313 employees and a budget of around the £3 billion. IT leader:Jennifer Rigby, CIO. In role since:January 2011. Reporting line:Financial director. How often does the CIO you meet with the CEO: Every six months on a one to one basis, other times at various board meetings. IT budget:£5 million corporately and various large projects not yet disclosed. IT estate and or number of log on accounts under the control of the IT leader:1,500 users. Level of the workforce that relies on technology to carry out their tasks:100%. IT staff currently employed:Nine. IT management team and reporting structure:Four direct reports – Head of IT, Head of Sustainability and Estates, Head of Knowledge and Information Management and Head of Security. Primary technology platforms at the organisation:Desktop and various corporate systems e.g. HR and finance plus licensing platform. Primary technology suppliers: Fujitsu through a shared service via another Government Department, and also some Oracle. Significant strategic technology deals struck in the last 12 months: We have a number of procurements out currently – departmental corporate desktop and line of business applications, Green Deal systems, Smart Metering infrastructure but no big deals from last 12 months except Sharepoint platform. Major technology or transformation project recently completed and how did it transform operations, customer experience or the organisation: Sustainability project detailed here. Business transformation programme – beyond technology – that the CIO owns or is a major contributor to: Sustainability covers behaviours and travel, estates; I am also the cross government lead on Green ICT. Strategic aim of the CIO and IT operation for the next financial year:Deliver better knowledge and information management systems and ensure organisation is ready to migrate suppliers when our current contract for core desktop and corporate systems expires. Strategy in the use by employees of their own technology, use of mobiles and how social networking is impacting operations, customer experiences or the organisation: Blackberry usage is 25% of organisation, we are fully flexible and mobile being all laptop based and social networking sites are accessible and used to engage with stakeholders.
