Consultant Technology strategy and spending What is the major transformational IT project that has been recently completed, or is underway at your organisation?Insourcing of ICT after 11 years outsourced together with the centralisation of all ICT spend / budgets and ICT activities across the organisation and the creation of a new internal service – generating revenue saving of £5million+ per annum. Other activities such as wifi enabling the property estate, moving towards location independent working, migrating services to the cloud etc. are in support of the organisations KickStart programme which is reshaping organisational structural design and service delivery. What impact will it/does it have on the organisation?The ICT service provides the enabling platform for the organisation's Transformation programme (KickStart) and is more responsive and significantly cheaper than it previously was. What new strategic technology deals has your organisation struck and with whom?The most recent is with Microsoft for Office 365 – we are in the process of implementing this as part of our cloud first strategy. Name your strategic technology suppliers?Microsoft, Unit 4, Pinnacl, Capita and many others – we have a multi-supplier, best of breed strategy. What is the IT budget?£12million+ revenue (no change since last year) and we are in the fourth year of a £15million capital ICT investment programme. What is the strategic aim of the CIO and IT operations for the next financial year?To continue the migration to Office 365, implement Unified Communications across the organisation, implement a corporate EDRMS solution, enable and support the council's property rationalisation programme which will see the closure of most main office buildings and the building of a new main HQ, and to continue to support the overarching Transformation Programme. Transformation achievements Would you describe the CIO role as a transformation leader in your organisation?Enabling and supporting transformation – proving subtle leadership where appropriate that transformation s not seen as technology led Beyond technology, can you describe a business transformation programme that you own or contribute to?I am currently part of a small cohort of senior managers tasked with changing the organisation's culture to become more agile and less siloed as part of the New Ways of Working strand of the KickStart transformation programme. What key technologies are being considered to enable transformation?Unified Communications, ERP, EDRMS, Master Data Management, Office 365. What percentage of your applications / infrastructure is run from the Cloud?Less than 10% at the moment, although this will change significantly during the coming year as we continue our 365 migration and cloud first strategy. How is the use by employees of their own technology, use of mobiles and social networking impacting operations, customer experiences or the organisation at present?We were in the process of implementing a BYOD solution however, this is under review as we need to ensure compliance with the PSN Code of Connection. Do you have a plan in place for how to deal with shadow IT and BYOD. How do you influence and engage executives, place the right controls around employee choice and engage with the organisation on this issue?All local authorities need to meet the strict conditions of the PSN Code of Connections – many of those conditions close the door to the use of unmanaged / non-corporate devices on council networks. Most local authority CIOs are investigating how PSB compliance can be achieved whilst allowing staff the maximum degree of flexibility and choice re: devices and applications. CFO Does the CIO have a seat on the board?No How often do you meet with the CEO?Monthly Does your organisation have a digital leader and what is the difference in their responsibilities to yours?No – although this is being considered as part of the Customer Journey element of the council's transformation programme. The role if adopted will deal solely with how we can best use technology to improve the customer experience, improve digital take-up and reduce face to face transactions.
