Project Description:
The city undertook a wide-ranging, comprehensive "performance management" program to improve operations, financial management, decision-making and city services. The three-part program included JaxOps (balanced scorecards with outcome-oriented metrics); JaxAnalytics (data analytics to optimize performance and increase revenue); and JaxScore (an interactive citizen-facing scorecard for transparency and accountability). In addition to cost savings and improved processes, this effort yielded two cultural changes for the city: adoption of data-driven decision-making and adoption of the staff's innovative ideas for improvements.
