County of Los Angeles Department of Public Social Services

Project Description:
Los Angeles County's Leader Replacement System (LRS) is the largest public assistance eligibility and case management system in the United States. LRS is a leading-edge system that modernizes health and human services delivery using web-based technologies and scalable n-tier enterprise architecture. Design and development efforts on the LRS began in November 2012 and the system was deployed across the county in October 2016. The Los Angeles County Department of Public Social Services successfully implemented the LRS on time and on budget, achieving a savings of $18,464,000 in the current fiscal year, resulting from the early termination of its legacy system agreements. The system replaced and consolidated over 17 antiquated legacy systems. It delivers a modern, web-based solution with service-oriented architecture and a scalable enterprise platform.
