2017 Winner Profile

Ministry of Labour of Brazil

Project Description:
The Project for Detection and Prevention of Fraud in Unemployment Insurance of the Brazilian Ministry of Labor Data was aimed at building an advanced analytics solution, using state-of-the-art data mining and data analysis technology to help detect fraud, collusion, the risks associated with resource management as well as to propose procedures to prevent unemployment insurance fraud. Brazil pays out approximately $12 billion per year in unemployment benefits. This fraud costs the Ministry of Labor around $600 million a year. This project is innovative in the government segment, mainly because it seeks the financial recovery of all diverted resources, using advanced techniques of storage, analysis and data mining. In just 45 days of data mining and analysis, more than $50 million was identified as evidence of fraud and $15 million was confirmed and the payments to those recipients were blocked. The Ministry of Labor hopes that over time, new algorithms will be developed to help reduce fraud cases.
